The Committee on Economic Development and Tourism moved to amend the bill n page 2, section §5B-11-2, line 5, after the word “is”, by striking the remainder of text in subsection (a) and inserting in lieu thereof the following:

“completed in its construction.  Once a home construction is completed, then that home and its tract shall be taxed at the improved property rate, and so on for each successive home construction completed tract, on a tract by tract basis, until all tracts contain completed home construction.  All remaining undeveloped acres in a subdivision, if any, shall continue to be taxed as original unimproved property, until all residual undeveloped acres remaining contain tracts with completed home construction.”

And,

On page 2, section §5B-11-2, line 18, after the word “reliability”, by inserting thereafter the following:

“a subdivision must provide access to at least one broadband internet service plan capable of delivering an actual downstream rate of one Gigabit per second;”

And,

On page 3, §5B-11-2, line 28 after the word “offering”, by striking all the remaining language in subsection (e) thereafter and inserting in lieu thereof the following:

“at least one plan to residential customers with an actual downstream rate of at least one hundred megabits per second; and actual upstream rate of at least twenty megabits per second; and unlimited data usage without intentional "throttling" or reduction of downstream or upstream data rate due, in whole or in part, to the amount of data transferred in any period, excluding intentional reductions in speed which may result from regular network maintenance or other managed network activities.”

And,

On page 3, §5B-11-2, line 45 after the word “rental”, by inserting the word:

“developer”;

And,

On page 3, §5B-11-2, line 45 after the word “receive”, by striking the word “a” and inserting in lieu thereof the following:

“an income”.
